抄録: This article analyzes the content of maternal and child health policies issued between 1949 and 1979 in rural areas of Shanxi Province, China. Based on the documents collected in Shanxi Province’s archives and library, the article focuses on the role-played by the state in modernizing birthing practices in the area. Firstly, policies issued by the communist government involved the training of traditional birth attendants, who were then utilized rather than being eradicated from birthing scenes, and the teaching of modern methods of delivery to elite women in the villages with a view to making them agents of the modernization of delivery practices. Secondly, the communist government moved delivery from the home to birthing institutions, which was interpreted as a strategy to liberate women by sending them back to agricultural production sooner than with a home birth. This way of combining women's reproductive labor with agricultural productive labor paved the way for the state to redefine women's reproduction as part of public policy rather than as a private matter. Thirdly, the demarcation between job titles and the scope of work for midwives and doctors was not clearly maintained. Due to this ambiguity between the two professions, it is hypothesized that medicalization of birth was easily promoted rather than restrained. In this way the government successfully modernized birthing practices in rural areas by issuing policies which mobilized not only birth attendants and midwives but also women, all of whom were active participants in building a new nation.
